Rafael Bulman Killed in San Ysidro Scooter Accident on 805 Freeway

Authorities Identify Man Who Died after Scooter Collides with Car on Interstate 805 Freeway near State Route 905 in San Ysidro as Rafael Bulman

San Ysidro, California (May 5, 2020) – The scooter rider who died following a traffic accident that happened last month in San Ysidro has been identified as Rafael Ismael Moreno Bulman, 66, of Mexico, according to San Diego County Medical Examiner’s Office.

At around 10:50 p.m., April 15, Moreno Bulman was riding his Vespa-style electric scooter southbound on Interstate 805 just south of state Route 905 when he collided with a Mazda.

Bulman was thrown from his scooter upon the impact. He was pronounced dead at the scene.

The Mazda driver, a 22-year-old man, was uninjured in the crash.

Drugs or alcohol were not considered a factor in the crash.

An investigation into the accident is underway.
