As per the report, McConkey was hit by a grey Honda Odyssey van operated by 29-year-old Flaviano Tovar Soltero while walking on the west shoulder of Highway 101 just north of Timbers Boulevard at about 9:30 p.m.

Officials said the suspected hit-and-run driver Tovar Soltero was arrested on February 13 after an investigation that was conducted by the CHP. The investigation is underway.

A person on foot is no match for a large, multi-ton vehicle. Pedestrians have virtually no protection when they are hit by cars, motorcycles, trucks, and other vehicles. Sadly, this often leads to catastrophic injuries and/or death.
