Rafael Bulman ID’d as Man Killed in San Ysidro Scooter Crash on Interstate 805 Freeway near State Route 905
San Ysidro, California (May 5, 2020) – The San Diego County Medical Examiner’s Office has identified the man who was killed last month in a late-night traffic accident on a freeway in San Ysidro as Rafael Ismael Moreno Bulman, 66, of Mexico.
The fatal crash took place at about 10:50 p.m. Wednesday, April 15 on Interstate 805, just south of state Route 905.
Authorities said Bulman was riding his Vespa-style electric scooter southbound on the freeway when he collided with a Mazda driven by a 22-year-old man.
Bulman was ejected from the scooter. He was pronounced dead at the scene.
The driver of the Mazda was not injured in the crash.
Authorities said neither drugs nor alcohol were factors in the crash.
The accident remains under investigation.
